Budgets and What Happens at the Limit
You want caps at three levels, and each needs a designed outcome rather than a failure.
Level | Example Cap | What Should Happen |

Per task | 15 steps, or 0.50, or 90 seconds | Stop, summarise findings, hand to a human |
Per user per day | 40 agent tasks | Warn at 30, then queue or require a manager's approval |
Per organisation per month | A spend ceiling | Alert the account owner well before it's reached |
